Project of in-house in-depth check on highly pollution potential subjects in focused rivers in central region

Absrtact
The tasks of this project were all carried out as scheduled throughout the term of the project from Apr. 19, 2023 to Nov. 30, 2023, a 100% achievement of overall progress. the main tasks included an analysis of highly pollution potential areas in focused rivers in central Taiwan and pollution tracing (including pollution mapping), and screening for at least 20 highly pollution potential subjects, as well as prioritizing through those 20 subjects for 10 firms that had concern about high level of pollution for in-house in-depth check. Defects found in the check were incomplete records and discrepancy between declared information and on-site records, and wastewater treatment facility processes being inconsistent with the application for permits. Furthermore, two selected firms for on-site in-depth inspection were determined as concern of anomalies and subjected to pollution monitoring, tracing & estimation of perimeter evidence, in which the knowledge of frequency or specific time of their abnormal discharge has been acquired by means of water quality sensors. the analytic results were also summarized as reference for EPA in subsequent continued tracking. Meantime, in line with the in-house in-depth check during the term of project execution, filming was made of the key pictures during the performance by the document check section, the facility check section and the on-site sampling section. The records were edited into tutorials of in-house in-depth inspection, which were provided in the teaching in the in-house in-depth inspection training course on Oct. 30 (attended by 38 persons), whereby to guide the inspectors in mastering the checking skills through step-by-step teaching. Two exchange meetings on in-depth inspection experience were held on Oct. 11 and Oct. 16 (attended by 41 persons and 51 persons, respectively), where the exchange of in-depth inspection experience in various areas and the sharing of technological investigation achievements served to increase the outcomes of crackdown on environmental crimes.
